Lead-Safe Renovation and Remodeling in Chula Vista

Lead-safe add-on cost in Chula Vista

  • Small repair, one room$425 – $1,000+
  • Kitchen or bathroom remodel$1,350 – $3,600+
  • Several rooms or a whole floor$3,300 – $8,600+

Chula Vista Lead Paint Removal plans lead-safe renovation and remodeling in Chula Vista for kitchens, baths, additions and repaints that will disturb paint in homes built before 1978. California has no renovation program of its own, so the EPA certifies renovation firms working here and its Renovation, Repair and Painting (RRP) rule sets the work practices.

The goal of renovation is a finished project with no lead dust left behind, not removal of the lead itself. Owners across Chula Vista and nearby South Bay cities, including National City and Imperial Beach can ask us to plan it.

Renovation projects

Kitchen and bathroom remodels

Pulling out painted cabinets, opening plaster for new pipes and prying off old casings each turn existing paint into dust. Unless those parts have been documented as lead-free, the EPA renovation rule applies in a pre-1978 house, and it reaches every trade paid to do the work, from electricians and plumbers to carpenters, not just the general contractor.

Repainting with surface prep

Paint itself is not the risk; preparing the surface is. Scraping, sanding and stripping are where lead dust comes from. The EPA treats disturbing 6 square feet or less in a room, or 20 square feet or less outside, as minor repair outside the full rule, but window replacement and demolition never count as minor.

Additions and wall openings

Opening an exterior wall for an addition or a new door cuts through stucco, lath and painted framing at once. The work area is sealed with plastic, the ground outside covered, and debris bagged at the end of each day. Title 17 requires containment and no visible dust or debris for any lead activity, so a remodel that crosses into abatement is held to the same finish.

Cleanup and cleaning verification

An RRP job ends with cleaning verification: under 40 CFR 745.85(b), sills, floors and countertops in the work area are wiped with a wet disposable cloth and the cloth is compared with the EPA cleaning verification card. That is not the same as a Title 17 clearance inspection by a CDPH-certified Inspector/Assessor, which follows permanent abatement. If you want a lab-backed result after a remodel, our inspection page explains clearance testing.

Where California renovation rules stand

California’s SB 1076 directs the state to bring its lead-related construction program into line with the EPA renovation rule. CDPH says it is still working on those renovation regulations; until they take effect, the EPA rule and EPA firm certification apply. Separately, Title 17 already treats disturbing lead paint without containment as a lead hazard under state housing law, whoever does the work.

What affects the cost

Lead-safe work adds containment, protective gear, HEPA cleanup and the renovator’s cleaning check to a remodel. How many rooms are sealed, whether the house stays occupied, and whether you test first to clear some surfaces as lead-free all change how much of that is needed.

Clean empty room after renovation: bare wood floor, bagged plastic sheeting and a shop vacuum

A test before demolition can take surfaces out of the lead-safe scope; see lead paint inspection and testing. New windows bring their own decisions, set out on lead paint window and door removal, and Chula Vista Lead Paint Removal links the rest.
